Strengthening the ethical and human rights component of the drug control initiatives is at the basis of the collaboration that UNICRI has established with the Ministry of Health, since 1991 and, more recently, with the Department for Drug Policy of its Host Country, Italy, to develop tools and instruments for professional knowledge sharing. This includes the establishment of a clearinghouse on drug prevention and related social phenomena, the publishing of a specialized scientific journal, and an advanced training programme for continuing education in drug prevention and control.

The maintenance of an adequate security governance capacity today represents a significant challenge. Analyses of the different security risks, threats and vulnerabilities we all potentially face on a daily basis is becoming ever more complex and the cost of implementing effective prevention strategies and having robust response options prepared continues to rise - unfortunately in a climate of ongoing reductions in governmental spending on public sector security governance capacity.

"Coordinating National Research Programmes on Security during Major Events in Europe" (EU-SEC, 2004-2008), funded by the European Commission - DG Research and Technological Development, within the framework of the ERA-NET Programme, supported EU efforts concerning security during major events.

Illicit pesticides represent a lucrative activity for organized crime and a concrete threat to security, development, health and the environment, and consequently require urgent response from the national and regional authorities, as well as the international community and the United Nations.
